Job Summary
The Indirect Tax Guidance Expert leads the development, maintenance, and publication of taxpayer-facing guidance for VAT/excise, including general materials (notes, FAQs, explainers) and private, binding clarifications/rulings. The role ensures all positions are consistent with legislation and approved interpretations, coordinates with Internal Guidance, Tax Policy, Tax Disputes, International Cooperation, and Communications, and monitors effectiveness through feedback and usage trends.
Key Responsibilities
Guidance & Clarifications
- Drafts and maintains general guidance reflecting current law, transitional rules, and effective dates.
- Manages the private clarification/binding ruling process end-to-end (screening, technical analysis, internal review, issuance within service standards), ensuring alignment with Internal Guidance.
Monitoring & Updates
- Tracks legislative/administrative changes and relevant international developments; updates materials with clear version control and applicability dates.
- Prioritizes new or revised topics based on recurring taxpayer questions and common error themes.
Consistency, Policy & Disputes Interface
- Reviews patterns across prior clarifications and publications to test for consistency and identify gaps.
- Engages Tax Policy and Tax Disputes on areas requiring policy refinement or reflecting litigation outcomes; coordinates cross-border matters with International Cooperation.
Outreach & Publications
- Provides inputs to awareness campaigns and delivers/supports targeted sector sessions for complex scenarios.
- Prepares publication-ready, plain-language content for customer channels with Communications and maintains a controlled repository of guidance and suitably redacted rulings.
Reporting & Improvement
- Issues periodic summaries on guidance/ruling volumes, turnaround, uphold/withdrawal rates, and common themes.
- Recommends improvements to formats, channels, and examples to increase clarity and reduce repeat queries.
Preferred Qualifications & Experience
| Preferred qualifications | ● Bachelor’s degree in Law, Taxation, Accounting, Economics, or a related field. ● Master’s degree in Taxation, Law, or Public Policy is an advantage. ● Relevant professional certification (e.g., CTA, ACCA, CPA) is an advantage. |
| Preferred experience | ● 16+ years’ experience in indirect tax advisory, rulings/guidance, or comparable technical roles. ● Demonstrated ability to prepare public guidance and private clarifications and to coordinate with policy, disputes, and international functions. |
| Technical & Other Skills | ● Strong command of VAT/excise principles and transaction analysis; excellent technical drafting and interpretation. ● Proficiency with content management, version control, and publication standards. ● Clear written communication, stakeholder coordination, and organized follow-through. |
