Job Summary
The Indirect Tax Guidance Expert leads internal VAT/excise interpretation within the customer to ensure consistent and unified application of indirect tax laws across all operational areas. The role provides interpretative opinions, drafts internal guidance and procedural templates, and coordinates with Tax Policy & Legislation, Legal Affairs, Tax Disputes, Information Systems & Digital Transformation, and International Cooperation to harmonize technical practices. The role also oversees institutional knowledge assets and drives improvements to procedural clarity, efficiency, and staff awareness.
Key Responsibilities
Internal Technical Advice & Interpretation
- Reviews internal requests from customer departments and provides authoritative interpretative opinions on VAT/excise matters affecting operations.
- Drafts and maintains structured technical memoranda and position notes, ensuring clarity, accuracy, and documentation of precedents.
Consistency & Dispute Resolution
- Monitors application of indirect tax laws across departments and identifies inconsistencies or overlaps in interpretation.
- Issues binding internal opinions and corrective guidance to harmonize practices and strengthen procedural integration.
Templates, Procedures & Knowledge Assets
- Develops and maintains a central library of standardized internal templates, workflows, and procedure manuals to ensure uniformity and efficiency.
- Coordinates with the Information Systems & Digital Transformation Department to align system processes, forms, and integrations with approved technical procedures.
Regulatory Monitoring & Implementation
- Monitors legislative and regulatory changes, assessing their operational implications and preparing internal implementation instructions and briefings.
- Coordinates with the Tax Policy & Legislation to ensure alignment between policy intent and administrative execution.
Training, Reporting & Continuous Improvement
- Prepares and delivers internal awareness and training materials on procedural and technical updates; collects feedback from departments to enhance understanding and consistency.
- Tracks internal guidance requests, response times, and recurring themes; recommends procedural and documentation improvements to strengthen institutional effectiveness.
Preferred Qualifications & Experience
| Preferred qualifications | ● Bachelor’s degree in Law, Taxation, Accounting, Economics, or a related field. ● Master’s degree or relevant professional certification (e.g., CTA, ACCA, CPA) is an advantage. |
| Preferred experience | ● 16+ years’ experience in indirect tax technical advisory, internal guidance, or rulings functions within government or public-sector environments. ● Strong understanding of VAT/excise laws, internal procedure development, and cross-functional coordination within tax administration. |
